Da oggi, e in via sperimentale per tutto il 2021, le pattuglie dei vigili milanesi avranno uno strumento in più per fermare i veicoli non assicurati: la telecamera chiamata Eagle eye (occhio d’aquila), sul tetto delle vetture in servizio leggerà in tempo reale la targa e, grazie al collegamento telematico con la banca dati della Motorizzazione, dirà se la documentazione è in regola. All’inizio saranno tre le pattuglie che svolgeranno il servizio in tutta la città grazie ai rilevatori installati. A fermare i veicoli da verificare saranno poi le pattuglie in movimento, collegate via radio. In sostanza, le auto con Eagle eye perlustrano e mandano a colpo sicuro le pattuglie, pronte a intervenire su strada nel giro di pochi minuti.
Le sanzioni previste. La mancanza di assicurazione per la responsabilità civile (quindi escluse quelle accessorie come incendio e furto, non obbligatorie per circolare), prevede il sequestro amministrativo del veicolo (con una sanzione a partire da 866 euro), mentre la mancata revisione nelle officine autorizzate (dopo quattro anni per le auto nuove e poi biennale) è punita con la sospensione della circolazione del veicolo fino ad avvenuta revisione e con la multa di 176 euro (e anche in questo caso non bisogna sottovalutare i rischi di non copertura dell’assicurazione, anche se stipulata, qualora l’incidente fosse causato da un malfunzionamento).
Sempre più controllati dalle telecamere. Il Comune di Milano ha comunicato che negli ultimi due anni sono state rilevate circa 4.000 infrazioni inerenti l’obbligo di assicurazione e 2.400 per quel che riguarda la revisione. In teoria, grazie ai varchi della Ztl a pagamento dell’Area C e a quelli della più ampia Area B, antinquinamento (con accesso vietato ai diesel fino all’omologazione Euro 4 e ai benzina Euro 0 ed Euro 1), corrispondente alla quasi intera superficie comunale, i controlli potrebbero essere effettuati dalle telecamere fisse, ma grazie a Eagle eye, la novità sta nel tempestivo collegamento con i dati e le pattuglie, necessari per le sanzioni vere e proprie.
